The HVCC Behavioral Health Independent Practice Association (IPA), formerly Coordinated Behavioral Health Services, is a regional hub advancing value-based, person-centered care. The IPA is a collaborative network of (27) leading nonprofit providers in the mid-Hudson Region, united by a mission to create health and wellness for all by delivering recovery-oriented, outcome-driven care for Medicaid, Medicare, and uninsured populations. As New York’s healthcare system evolves, the IPA is driving innovation to ensure equitable access, care integration, and long-term sustainability in behavioral health and long-term care.

Collective Contracting Power: Individual providers often lack the scale to negotiate directly with MCOs. Our IPA negotiates on partners’ behalf for reimbursement rates and participation in value-based payment models.
Administrative Support: Centralized services, including billing, quality reporting, and compliance oversight to support its members.
Coordination of Care: Help facilitate integration with medical and social care providers, especially in systems like New York’s Health Equity Reform (NYHER) waiver or the Social Care Network (SCN).
Clinical Integration: We help providers implement quality improvement strategies and evidence-based care, including:
